Offline map (localhost)

Hello!

I’d like to have a map occur offline (on my laptop), with a few basic layers of my city (Toronto) and maybe 100 of my own custom map objects.

Can Leaflet or OpenLayers be used this way?

It’s simply for conceptual development, and no accurate data is required.

For multiple reasons, no internet access would exist for this map.

have you ever had a look at http://help.osm.org and ddid a text search or tag search for “offline”, “map” or “display”? maybe there are some concrete hints.
