Obtain basic street map

Is it possible to obtain a map which just shows streets without any other data - I am working on a historical transport map - all I need is something like this

so I show e.g. previous tram routes like this:

You can download a vector map in MapsForge format, find either a very basic theme or a configurable one with options (such as at openandromaps.org), then if needed, manually edit the theme down to just the parts you require.
