Not possible to get streets from town with suburbs in nominatim?!

Hello!

How can I get a lists of streets for a town with suburbs? Looking at
http://nominatim.openstreetmap.org/details.php?place_id=98056156
no streets are listed.

Clicking a suburb like:
http://nominatim.openstreetmap.org/details.php?place_id=7704461
I get a list of all streets in this suburb. But how do I get a list of streets for the town itself?
