A couple days ago, I moved a topic from the US forum to the Canada forum. I would have expected an interstitial notice to appear inline with the posts, saying that the topic has been moved. No such notice appeared, and this action was done silently:

Is there a way to move topics that makes a notice automatically show up about the move? Or do I need to announce every time I move a topic?
The action isn’t done entirely silently. There is a pencil icon next to the date of the first post which indicates that some editing has taken place after it was first published:
And clicking on that brings up a diff which highlights the move between categories:
I’m not aware of an automated mechanism to get a more prominent notice displayed in the thread, so you might have to post manually.
Whether such a post adds useful context or just unwanted noise is probably a matter of opinion. In this particular case where some other user’s comment only makes sense in the context of the initial category, an explicit moderator post might indeed help avoid confusion.
