The SLIP/data.wa.gov.au datasets have now been updated to include a new suburb, SANDRIDGE, which has been created by carving out a section of the existing BULLSBROOK suburb. The new suburb retains the same postcode, 6084.
Could you please assist in updating the OpenStreetMap (OSM) layer or provide instructions on how this needs to be done.
Our Emergency WA application uses mapbox which uses the OSM layer.I am also attaching a screenshot for your reference.

OSM does not have permission to use the SLIP data. These new suburbs will show up eventually in Geoscape’s dataset, at which point these will get imported. You can check the pre-release notes to see when they will appear.
If Emergency WA would like these to appear earlier then I would suggest approaching SLIP and asking them if they would agree to signing the waiver required to use their dataset.
To backup what @TheSwavu has already said, the data.wa.gov.au localities dataset at https://catalogue.data.wa.gov.au/dataset/localities is only available under a Personal Use License, which is not an open data license and unsuitable for OpenStreetMap.
It’s the Department of Industry, Science and Resources who publish Geoscape Australia’s Admin Boundaries data under a Creative Commons Attribution license, and the department has ensured that OSM’s attribution requirements are acceptable to incorporate Geoscape Admin Boundaries data into OSM.
NZ, QLD, NSW, ACT, VIC, TAS make use of open licenses for the bulk of their geospatial data with WA, SA, NT opting not too. Anything that can be done to advocate for WA, SA and NT to further adopt open data policies for their geospatial data would be helpful.

No. What would be required is to get Landgate to release their Localities dataset under an ODbL licence, or provide OSM with explicit permission to use this dataset (which in effect would be the same outcome).

I’m planning to start discussions with Data WA to see if they would be willing to grant OpenStreetMap explicit permission to use some of their datasets. From what I’ve read on the OSM wiki, it appears that the preferred approach is for the copyright holder (Data WA) to send the permission directly to legal@osmfoundation.org. The permission would need to clearly state that OpenStreetMap contributors may use the specified dataset(s) to derive or import data into OpenStreetMap and that the resulting OpenStreetMap data may be distributed under the Open Database Licence (ODbL), while Data WA retains copyright and specifies any required attribution.
Am I understanding the process correctly?
Is legal@osmfoundation.org the correct destination for these permissions, or is there a different address that should be used?
Is there any standard wording or template that the Licensing Working Group prefers? I’d like to make the process as easy as possible for Data WA and avoid unnecessary back-and-forth.

The wording required actually depends to a certain extent on what licence (CC BY xx) they release their data under, assuming that it’s licensed at all?
