I want to map features relevant to the war in the Pacific. Current regional and national boundaries are not relevant. Can I turn them off?

Hi and welcome to OSM,
OSM is a database containing geographic features so there is nothing you can “turn off”.
I assume you’re referring to some kind of map generated from this data. What’s visible on this map is the decision of the creator of this map.
If you plan to add data from WWII please keep in mind that OSM should only contain features which are still visible on the ground. For historical data there are other projects like https://www.openhistoricalmap.org .

Thank you for your quick, informative response. It seems that OSM is not appropriate for my project. I will have a look at Open Historical Map.
