Een korte maar belangrijke update over dit project.
Eindelijk is de waiver binnen. De CC BY 4.0-waiver voor de 3DBAG-dataset is nu ondertekend door beide rechthebbenden, op basis van de standaard OSMF CC BY 4.0-waiver template:
De OSM Contributors page is de afgesproken vermeldingsroute (de zogenaamde “reasonable manner” attributie; TU Delft en 3DGI staan er nu vermeld). De rechthebbenden (rights holders) hebben tevens afstand gedaan van Sectie 2(a)(5)(B) ten aanzien van OSM en haar gebruikers.

Bestaande tags en geometrie blijven onaangetast; er worden geen nieuwe gebouwen aangemaakt.Op basis van de pilot en de eerdere discussie op deze thread verloopt de gefaseerde uitrol (phased rollout) voor Amsterdam zoals daar beschreven. Eventuele wijzigingen worden hier gecommuniceerd.
Tussen de fases delen we een update op deze thread. Per-changeset reverts zijn de standaard mitigatie, met gebruik van de gangbare OSM revert tools.

A quick but important update on this project.
Finally, the waiver is in. The CC BY 4.0 waiver for the 3DBAG dataset is now signed by both rights holders, following the OSMF standard CC BY 4.0 waiver template:
The OSM Contributors page is the agreed “reasonable manner” attribution route (TU Delft and 3DGI are now listed there), and Section 2(a)(5)(B) is waived as to OSM and its users.
ref:bag and no existing height: height=* (meters), source:height=3DBAG, source:height:date=2025-09-03. Existing tags and geometry are untouched; no new buildings are created.Following the pilot and the earlier discussion on this thread, the phased rollout for Amsterdam will proceed as outlined there. Any changes will be communicated here.
We will share an update on this thread between phases. Per-changeset reverts are the default mitigation using standard OSM revert tools.
Thanks to everyone on this thread. The original rollout announcement has been open for review for some time, and with the waiver now in place, we will move ahead with Phase 1 shortly, and hopefully no major concerns remain.

1 question though:
In the Netherlands (I have at least 1 example in Haarlem) existing apartmentbuildings are upgraded in appartement amount by ‘topping up’ the existing apartment building.
How does the automatic proces take care of changes in building height in respect of before & after ?

Bedankt nogmaals, goede vraag. De import is een snapshot, en we hebben drie waarborgen tegen veroudering van de data.
Elk geïmporteerd gebouw krijgt source:height:date=2025-09-03 (de releasedatum van de 3DBAG-gegevens). De ouderdom van de hoogtewaarde is daardoor altijd zichtbaar op de tag.
We overschrijven nooit. Als een mapper al een height heeft ingevuld, inclusief een waarde na optoppen, slaan we het gebouw volledig over.
De community houdt de regie. Iedereen kan op elk moment de height aanpassen. Mocht je een gebouw zien dat geoptopt is sinds de BAG-snapshot, voel je vrij om het bij te werken; de gedateerde source-tag laat toekomstige lezers zien dat onze waarde ouder is dan die van jou.
Wanneer 3DBAG zelf wordt ververst tegen nieuwe BAG-edities, kan een toekomstige cyclus de OSM-hoogtes bijwerken voor gebouwen waar de waarde wezenlijk is veranderd en waar geen handmatige aanpassing in OSM is gedaan, maar dat staat op dit moment niet op onze roadmap.

Thanks again, good question. The import is a snapshot, and we have three safeguards against staleness.
Every imported building gets source:height:date=2025-09-03 (the 3DBAG release date). The vintage of the height is always visible on the tag.
We never overwrite. If a mapper has already entered a height, including a post topping up value, we skip the building entirely.
The community stays in charge. Anyone can update height at any time. If you spot a building that has been topped up since the cadastre snapshot, please update it; the dated source tag will tell future readers that our value is older than yours.
When 3DBAG itself refreshes against new BAG editions, a future cycle can update OSM heights for buildings where the value has materially changed and no manual override is in place, however that is not on on our roadmap for now.
