I’m not entirely sure what kind of help you’re looking for, but as far as I know, there are no digital datasets available for drawing SAO or municipality boundaries. In the link I shared earlier, you’ll find a dataset for Tambon (level 8): Administrative boundaries of districts in Thailand - #11 by TaraV
If you need to trace boundaries from the official PDF, you could try using a tool like https://mapwarper.net/ to georeference the image and turn it into a custom layer — just keep in mind that the reprojection may not be perfectly accurate.
