Hi, this doesn’t seem to work with WMTS layer format on JOSM.

EDIT: it seems it will work in JOSM if you replace the last part of the 2nd link after MapServer with /WMTS.

As mentioned, this is the link to the ArcGIS JavaScript viewer, just to confirm whether it’s the desired layer.
