I bought a new PC with win 11. Are there any tools or instructions how to move JOSM installation from my old win10 PC to the new PC?
Of course I understand that moving the installation means updating the preferences etc. by manually setting them, but if there is easier method, I would prefer that.
Your best bet is probably to install JOSM on win 11 machine and then just copy your configuration file to the new machine.

For windows you basically just want to copy your %APPDATA%\JOSM to the new install and you can also copy %LOCALAPPDATA%\JOSM\cache if you want to copy over your cached data downloads but that’s incredibly unnecessary.
Given how prone to corruption JOSM’s cache is, and that it will be rebuilt automatically if it’s not there, I strongly recommend omitting the cache (either by not selecting it or by deleting it prior to copying) when moving your JOSM config to a new machine.
As an aside, JOSM (and pretty much every other program that isn’t Firefox or Google Chrome, making those two obnoxious edge cases) doesn’t put the cache in the config directory on unix systems (legit every other platform JOSM’s regularly used on that isn’t Windows) for this reason.
