Mountain West Large Road Route/Road Name changes

There is no evidence of this on the ground that I can see. The supposedly concurrent road is only signed “RD 23” with standard green street signs. On the ground, RD 18 is disjoint.

Per the county it’s just County Road 18, the one address on it uses that.
