I think, this is best described with the image attached. I already mapped the Emergency Life Ring (Node: 12715082491 | OpenStreetMap). But I am not sure on how to tag the ladder. This is not a Rescue Ladder? My understanding of this device is that it is intended to be helpful when trying to save people from a frozen lake.

And even if it were a fire ladder, it would make no difference to its use. In fact, both would be equally suitable. If the fire brigade were called out on a rescue mission, they would not have a second rescue ladder with them for ice rescue, but would use their normal fire ladder.
The life_ring with line also appears to be for ice rescue. And what about the pick off pole?
How about a more generic one:
