Map Markers

Hi All, I have just found this site, and think the idea is great. I am trying to replicate my site: http://www.campersalmanac.com for offline use.

I am wanting to make a offline map, and have markers on it, that in turn have info in info-windows. (like Google).

Can this be done with any of the current apps?

And assuming I want to make my own Offline App to run in Windows, where is a good place to start? Can anyone recommend anything over anything else?
My experiance is a little PHP/Javascript and many years ago a little Visual Basic. So I will be mostley learning from scratch.

have a look at the OSM wiki! there are many sites and applications listed that use OSM data or tiles for map display. Many of them are open source. Tell us when you found an application that comes near your needs.
