What and who is affected by this issue/request?
If I see correctly, all users always have the blue “request a category…” banner on the top of the page.
Where on the platform does it happen?
On the top of every page of the forum between navigation and content
How do we replicate the issue?
Use the forum
Expected behavior (i.e. solution)
There should be an option to dismiss the message

We tried to move the notice to a banner topic (which can be dismissed) but it seems we have a bug and that’s not showing up, that’s why the “site notice” is being used for now.
Checking with Discourse support to understand what’s happening.

OK, the forum was not the problem.
Apparently Ublock filter Easylist has a super generic rule removing any element with ID #banner on any openstreetmap domain
openstreetmap.org ###banner
I’m trying to create an account to report this, you can disable ublock on this site in the meantime to see the banner.
Fingers crossed because it seems a few years ago they refused to remove a similar issue:

There is a generic filter
> openstreetmap.org###banner
That is causing the community forum notice banner to be blocked. This is a default banner element from the Discourse software and it's used to display important announcements to the community.

Our banner is no longer blocked by Easylist, you can force update your filters
