According to this query, there are 400 or so amenity=house in Guadalajara.
It looks like it might have been a school project - at least one of the changesets is labelled “Proyecto Tec de Monterrey”. The ones that I’ve looked at do seem to have a few other tags on them, so tidying should definitely be possible. It might need a local review of the data to determine the best building tag though.
