How do I indicate open library hours of a library (access with library card only) in contrast to normal opening hours of this library (for everyone, staff present)?
Use conditional access tagging alongside a standard opening_hours tag.
For example:
opening_hours=Mo-Fr 09:00-18:00
access:conditional=customers @ Mo-Fr 09:00-22:00

So you can let yourself in, despite no staff being present?
Yes. In Ireland, many public libraries now do this, at least for part of the week and part of the building - misguided yoofs aren’t the type to hang around libraries. Fines for late returns have also been abolished, as they were a barrier to participation.
That said, to get a library card, you probably need to provide photo ID and proof of address.
