JOSM, dragging map

searched for it but:

general draging something on the pc is holding the mouseclick on hold.

why is in JOSM that opposite. I make a lot of mistakes because of it, in other programs i use not this finger, like www.openstreetmap.org.

Why is openstreetmap and JOSM not the same?

Can i change that? (JOSM)

Referring to nodes and ways JOSM behaves exactly as you want: Left-Click on a node or way, keep holding the left mouse button, move the item and drop it when you release the mouse button.

You mean the (aerial) background image? Rightclick on the background-layer in the layer-menu and select “offset”.
