In OSM’s JOSM editor I loaded 2 ways with no tags They are the only members of a parent relation which contains a few child relations,
How do I move the child relations to the 2 ways so the parent relation can be deleted? Please include keystroke short cuts if available.

Ways can’t be the parents of relations aka your original question doesn’t make any sense. Do you want to move the ways to the child relations, that is make the relations parents of the ways?
Hmm, there is no easy solution, no short way to achieve that.
Select the ways, open the child relation, one after the other, in the relation editor of JOSM and add them to the member list (at the right position?), save and close the relation editor and continue with the next child. After that you can remove the ways from the parent relation and delete the parent.
