first of all: I assumed that the question had already been asked, but couldn’t find something with a brief search and didn’t really know what to search for.
Yesterday I asked a shop owner for his opening hours, and he said “9 am to 6 pm, if it is not raining” - is this something to be mapped and if so, how would I do this?

Good question - I didn’t think of that distinction 
My guess whould be that he doesn’t open at all, but I don’t know.
It is a small café with outdoor tables only, so both would make sense.
I searched taginfo for an “opening_hours” tag with the value “rain” and found some tagging with a human readable comment like opening_hours=09:00-18:00␣“off␣on␣rainy␣days” and variations of this like “closed on rainy days”, “no service if more then 70% chance of rain”, “rainy day off”, “closed on rain”, “not at rain”, “not when it rains”. I think that it’s a good idea to use this human-readable comment field. And I also think that it is a good idea to use defined key words like “off” or “closed” in the comment.

If the normal state is open, add the “open” keyword like in:
opening_hours = 09:00-18:00 open “off on rainy days”
This allows an app to show it as “open with a caveat”, instead of “i don’t know - human, read yourself”. Having the keyword inside the comment doesn’t help.
