Is there one? If so, how do I get on it?

If not, what is the best way to make sure I don’t miss any news about the Overpass API?

AFAIK there is only a dev-mailing list.

All changes are announced via blog or diary entries by the developers. I believe they announce those posts on the talk-mailing list (I can be wrong here).

Maybe the best place to see those announcements (and any other OSM news) is : the Weekly OSM
