Seems as if it is in the process of being migrated. But there is only one person that could clarify, and they are (very) unlikely to turn up here.

That’s a good idea wether the list is down or not, but someone should volunteer for moderation, I guess.

About the ➕ New category requests category states that “ideally at least 3 users who can commit to moderate the category and enforce the guidelines” are needed.
