I’m not quite sure what you mean by openlayers Popup but you can view osm files on google earth using osm2GE (www.pinns.co.uk/osm)

But recently openlayers started to support gmaps v3 api, which should have the native street view: http://www.google.cz/search?hl=en&q=openlayers+gmaps+v3
