Is everything in public domain?

Is every government data in India in public domain? Reading the discussion in Wikimedia and the OSM wiki page it seems like it. Though some people say it isn’t. Is it really the case?

I’m not quite sure how you got to that conclusion given that the contents of both the pages you linked to would indicate the opposite (not PD, but a license that requires at least attribution).

Oops. I should have clarified that. The OSM wiki page says that “GODL is compatible with ODbL”, and the template on Wikipedia says the same except the attribution part which needs to be clarified with the government (so I guess almost PD?). So, I thought maybe the attribution part is not legal or something.

I believe the LWG has looked at the license and issued an opinion OGL India - OpenStreetMap Foundation (for completeness sake see also Licence/Licence Compatibility - OpenStreetMap Foundation).
