True, but there is a possibility to express them in OSM-lingo
For example:
The Data Item for highway=motorway states that it can be used on ways and cannot on nodes
It could as well state that it implies oneway=no as a default
From there it is not so far-fetched to say it could state as well that the default of maxspeed=140 applies when inside the boundaries of Poland
