Incomplete Administrative Boundary?

Hello,
The administrative boundaries of Citrus Park, Florida Way: ‪Citrus Park‬ (‪98920045‬) | OpenStreetMap are incomplete. Does anyone know how to fix this? So far nobody has created an associated boundary as OSM relation. It seems that the whole area is missing administrative areas below admin level 6, see Hillsborough County Relation: ‪Hillsborough County‬ (‪1210701‬) | OpenStreetMap, which has now subarea members.

This is an example of an old-style boundary. The TIGER boundary import modeled every jurisdiction as a single closed way (area). These ways sometimes got split into multiple ways with the same tags. The individual ways should’ve gotten consolidated into a boundary relation once we introduced that relation type. We converted most municipal boundaries into relations, but Citrus Park fell through the cracks because it’s a census-designated place (CDP), not an incorporated town or city. I just converted the ways into a boundary relation. The process is something like:

  1. Find one of the ways tagged as Citrus Park.
  2. Under the Tags section of the left sidebar, switch from list view to text view. Cut the entire contents of the text box.
  3. Add the way to a new relation. Choose Boundary, then paste the text you copied in step 2 back into the text box, after type=boundary. (Since it’s a statistical boundary rather than an administrative boundary, I changed it to boundary=census border_type=census_designated_place.)
  4. In the Members section, set the role to outer.
  5. Select that member again. Press CtrlShift{ or CtrlShift} (⇧⌘{ or ⇧⌘} on macOS) to navigate to one of the endpoints.
  6. Select the adjoining boundary way. Add it to the newly created relation and set the role to outer. Repeat until you’ve gone all the way around back the way you started out with.

Most of the member ways overlap member ways of adjoining boundary relations. The next step would be to deduplicate these overlapping ways. You’d split the boundary ways at every tripoint where three jurisdictions meet, remove the redundant way from any boundary relation, add the other way to the same boundary relation, and delete the redundant way.

Tampa, Plant City, and Temple Terrace all have valid boundary relations at level 8. Some of the CDPs have relations but are no longer classified as administrative boundaries, so the administrative level is irrelevant.

The subarea role is strongly discouraged in the United States and has been removed from most boundaries. A municipal boundary relation already sits inside of a county boundary relation, which is sufficient without an explicit back-membership.

Thank you so much for your help!
