I have cleanup about 60 grama sachivalayam on OSM. I plan to upload the remaining 14923 (14983-60) split district wise using a small python jupyter code to create osmChange file and JOSM. Can you upload the osmChange file somewhere for people to review?
And can you please confirm the license for the data you’re uploading? From the link on the Wiki page you’ve created, there’s nothing stating the license and only a copyright notice at the bottom of the page. There’s no “OSM copyright guidelines” that would bypass this as it’s still under copyright and therefore not compatible with the ODbL.
If you’ve asked for it to be released under a suitable license, you’ll have to wait until that is done before completing the upload.

I attempted to research the best way to represent these centers on OSM, also aiming to determine the extent of their services for each office. Here is my understanding so far:
The local governance division is done in two distinct ways across India. [1]
1. District → Revenue Division → Revenue Mandal → Revenue Village
Current use: boundary=administrative
2.1 District → Mandal Panchayat → Gram Panchayat → Ward
2.2 District → Municipal body → Ward
Current use: boundary=local_authority [2]
In Andhra Pradesh, since 2019, there has been a third way to divide a district.
District → Mandals(with urban/rural distinction) → Village/Ward Secretariat [3]
The boundary of the service of a secretariat does not coincide with the Municipal or Village ward boundaries. These service boundaries are not public, so the best guess for any citizen is to walk-in to the closest office with the same area name and ask them if they serve the area they live in.
To tag the facilities that serve these secretariats, I propose
office=government; government=public_service instead of government=administrative, as the administrative tag is not very specific, and these facilities are solely used for delivering government services. We could also consider using the tag amenity=*, or creating a dedicated tag government=sachivalayam or amenity=sachivalayam.
I also propose using the key: loc_ref=* for ward secretariats, as each ward secretariat office has a large signboard in the format “Ward Sachivalayam - #” in large font, followed by names of areas served in a smaller font. This might not be the case with village secretariats.

Based on my research, Village secretariats are mapped to panchayats. If an additional secretariat is needed for a village, it’s jurisdiction is mapped to the corresponding revenue village. Ward secretariats are for Urban areas. Some times urban and rural mandals are fictitious entities of a predominantly rural mandal (example:Chilakaluripet mandal in Palnadu district), to map urban ward secretariats.
I would like to keep the complexity to the minimum, while mapping. So I would like to go with government =administrative, as most government offices are administrative and their services are termed as public services. Additional amenities tags are unnecessary As loc_ref is meant mostly for public transport use, my suggestion is to use ref=GSWS:, which is available from official services. Font usages are mostly for print/layout purposes, so it is sufficient to use name tag = <Grama/Ward Sachivalayam-<opt:Unit>, .
