To explain the situation: a few months ago, there was a conflict within the group. I had protested against the dictatorial management style and left the Telegram community, but I recently rejoined at someone’s suggestion. The moderator then demanded a lengthy apology from me regarding that past dispute. However, I refused to apologize, and the moderator subsequently quietly removed me from the Telegram community.
Who manages this community channel? Is it run by this specific person, larger team or some organization?
If it is run by this single specific person it is effectively their playground, if by larger team or organization they may have some appeal method setup and I would try them first.
Since the appointment was for a mediator rather than an organization, wouldn’t the OSM headquarters have made the appointment?
I think you misunderstand how the OSM community works. There is no ‘OSM headquarters’ and no centralized organization of community communication channels.
All community channels are set up and controlled by individual groups. If you have an issue with someone from a specific group, you need to resolve that within that group. There isn’t really any central authority to enforce community disputes.
If you have an issue with a moderator in this specific forum (community.openstreetmap.org), see here: Moderator selection criteria
if you mean OpenStreetMap Foundation then to my knowledge they do not run that channel
Data Working Group - OpenStreetMap Wiki is the closest to one, but they handle what happens directly on osm.org - and do not police or administer say Telegram / Discord / IRC / whatever channels
Specifically, issues with data at osm.org. We (I’m a member of the DWG) do sometimes give people advice about how to deal with people who have different views, but it is not a primary focus.
For disputes in these forums see https://wiki.openstreetmap.org/wiki/Etiquette/Moderation_Team_Guidelines#General_operations and especially the links from there.
For disputes in other forums that are not associated with OSMF in any way, the OSMF can’t really help - external forums are owned and managed by the people who set them up.
The DWG is only responsible for the OSM data, not the conduct of the community.
The closest would probably be the Local Chapters and Communities Working Group, with one of their tasks being vaguely related:
“Seeking ways to help local communities build cohesion”.
That being said, they don’t have any power or mandate to sanction anyone outside of official OSMF channels either.
sorry for being unspecific, though I wanted to cover also fact that if someone goes around insulting people in changeset comment without making any edits, then DWG will also block them
