Surprisingly, I haven’t been able to find any discussion on this topic. A fairly common type of industrial use is a laboratory that tests various other devices and components, but don’t actually manufacture anything onsite. However, there doesn’t seem to be any specific industrial=* tag for this use. Thoughts?

In my opinion, you should consider the following: In OSM, the duck tagging principle applies.

Besides 18 industrial=laboratory there are also 89 craft=laboratory and again 51 office=laboratory.
I’d say office does not really fit a laboratory and I am also a bit sceptical about industrial, so personally I would go for craft=laboratory.
