around here these are a case for vehicle inspection if they are legally required (hgv, ambulances and the like), or the gauging office, or specifically accredited workshops (which is like vehicle inspection)

As you can see I decided to add amenity=vehicle_inspection despite my reservations about it but the fact that no projects shows shop=vehicle_servicesort of forced my hand I feel.
with that logic no new tags would ever be used - each tag started from being not supported
also, plenty of projects, starting from OSM Carto shows shop= in general
