Hello,

In the JOSM editor you can open a “location” (command L) and the location can be a change set url like the one in your post. It will only load the objects in that change set. Then do a select all to select those objects. At that point, to keep from making bigger mistakes, I then download latest data from OSM but that won’t change the active selection. This gives me the current data from OSM with the objects in the change set selected.
There are probably ways to do something like this with the other editors but I pretty much only use JOSM so I don’t know.
In JOSM once you have loaded the change set, you can re-select it as often as you like by right clicking the target in the CS pane. A little menu pops up for the line of interest
Ones reselected, File > Update Selection to ensure any subsequent edits to the objects of interest are fresh.
And if you loose the selection there’s also Selection > Undo Selection which keeps a recent history. ‘Undo’ sounds counter intuitive but it literally undoes a current (non)selection and goes back to the previous and the previous and so on.
Like n76, only know how to do this in JOSM, the premier advanced OSM editor for complex stuff.
