Generally you shouldnโt remove any tag that someone else added except if they are completely inappropriate like trail_visibility on a building or if they conflict with the law.
If the tag is simply wrong, you should change it to become correct instead. Thatโs the way how OSM improves (deletion in general is data loss is not improvement).
Then, editing ancient tags works exactly the same as editing new tags, no surprises there.

It is completely irrelevant what your opinion is, basic rules agreed on by the vast majority of mappers beat it.
Yes, it is. If eg. a certain type of highway has motor_vehicle=no because driving on this type of highway is prohibited by the law and you just add motorbike=yes because you want your router to route you through there, the law is the reason to remove that tag again and it is the right thing to do.

According to your claim you are not allowed to for example revert vandal edit that added tags, without resurveying all affected locations.
That is just inaccuracy and perfectly valid reason to remove tags, and this is not limited to access tagging.
