I found the tagging room=lecture_hall but that doesn’t really work for standalone buildings.

Not an expert but: how about two areas covering the same space, one tagged as building and the other tagged as room?
What is a seminar hall? I guess you mean something like this?
Generally I would use building=university for a university building, as long as the building was built as a university building (e.g. to house a lecture theatre) and not as something else and later converted.
A lecture theatre or seminar room is normally not accessible to the public, so we wouldn’t map them individually, just like we don’t map individual rooms inside an office building or in someone’s house.
If the public can make use of the space, usually for a fee, then have a look at amenity=conference_centre or amenity=events_venue.
