How to map a staircase that is used as a sitting area?

In a train station there is a staircase that is a sitting area, which is placed on top of a regular staircase.

My understanding is that the top staircaise is mapped in the same way as the lower staircase given the tag level=-1;0 of the staircase line.

Would it make sense to map the top staircase in a different way to highlight that it’s a sitting area?

So, if the upper stairway is just used as a sitting area I would map this as leisure=outdoor_seating.

=outdoor_seating is mostly associated with another facility, not on its own. =bleachers can be used.

According to Panoramax: At Mathias house, the middle could be mapped as a staircase.
