How to connect a help & support thread to a particular community?

The help and support thread Fix location listed in wrong city in osmAND? is about an address in the USA, but I don’t know how to categorize the thread under the United States subcategory.

Is it possible for me add relevant tags to that thread, like address and osmand, even if I am not the user who created the thread?
