How to accomplish this - transparent map, 2-level zoom, and markers

Hello,

I’d like to make a minimalistic map page with a transparent map, some clickable areas and some clickable markers.

To illustrate, I’ve made a simple skecth (same as below): http://postimg.org/image/d66xo85al/

The map tiles, guess, I have to make myself, as I would like to display only very few items in addition to land - rivers, lakes, main roads, forests and urban areas.

Found http://mapstack.stamen.com/ meanwhile, hopefully can create some transparent tiles there.
