How should moderation work (and flags)?

Moderation process

Before migrating the old forums categories @Nop in collaboration with @cquest and @nukeador will come with a proposal on a moderation guidelines, to help new moderators know how to deal with issues and enforce guidelines.

@Nop will also come with written guidelines to capture the current ones that are being applied to the German forum over the old site.

Why? It important that moderators have clear guidelines to follow when dealing with conflict and also a guide on how to operate using the discourse features.
