At Sapporo Moiwayama there is a tag highway=tertiary and also a tag piste:type=downhill and piste:difficulty=novice. This is fine, however, there is a portion of the tertiary that is not piste and closed to skiiers. Should I split the line into two parts and in one part remove the tags piste:type and piste:difficulty? I would connect them though right? The piste is here. The name:en=Mt.Moiwa Kanko Road

Yes. Splitting ways is standard practice in OSM. Optionally, add all the ways that make the whole named road into a route relation.
