You need to add Key:level - OpenStreetMap Wiki to the shops to show which level of the building they’re on.
Ground level is level=0, next one up is =1 etc
NB, this count is different to Key:building:levels - OpenStreetMap Wiki which has a single storey building as building:levels=1!
It’s not possible to ensure “it doesn’t obstruct the other stores”. This is decided by each third-party map. The first-party official default layer you see is a demo for checking edits, does not handle indoors and floors, and is limited by raster images.
Here’s a multi-level mall with lots of shops in it. They’re tagged as indoor rooms, with the level tag used show which floor they’re on. The level tag is the one to use whether you’re tagging the shops as points or areas.
The second link is to a special view of the same data, which uses the area of these shops and the level to generate an indoor map. You can use the level buttons on the button right to view each level separately. The standard view on OSM can’t do that.
