I create authoritative GIS information for my municipality. Can I upload this data to get changes faster than doing manual edits on the site?
Short answer: no.
You can still do manual edits using desktop application. It is considered to be faster than online editor.
What your are really asking about is called “import”. Imports are theoretically possible, but never successful by a novice contributor.
Due to its complicated nature import may be even slower than manual editing.
@raginbullsht Is the data already publicly available and open licensed? That’s the first step! You’ll have to get a waiver signed by the municipality. Even if you don’t do the import, making the data available for mappers to use is still worthwhile.

It’s not a super straight-forward thing to do, because you have to make sure you’re not duplicating existing data etc.
