Hello guys, I was wondering if it’s allowed to update a subdivision in my city, specifically, the neighbourhood of Tapera da Base, municipality of Florianópolis. On OSM, It shows Tapera da Base having the UEP-125 (Morro do Peralta) and part of UEP-121 (Campus), meanwhile, the law that created the neighbourhood of Tapera da Base officially says that it is only composed of UEP-123 (Tapera da Base) and UEP-124 (Pedregal). I also only know how to make boundaries or relations using the area, is it still fine to use the area? I don’t want to delete important stuff as that would requite to also edit neighbouring neighbourhoods like Carianos, Campeche, Ribeirão da Ilha.

For complicated administrative boundary editing, I’m going to guess that your best chance is to use JOSM with a filtered download to just the administrative boundaries in the area.

It’s certainly allowed, provided that the data is licence-compatible with OSM, it’s correct, you do it “cleanly” (i.e. conflate any new boundaries with “what is in OSM now”), and that you discuss it with other people first. There’s a Brazilian forum here.
The steps that are set out here are the ones that you’ll need to think about.
