They still, of course, state that the addresses are not OGL, and put the UPRNs in a separate file.

For the uninformed, what new data is being released? What could be imported into OSM, and what are its potential uses?

I don’t think there is anything that can directly be imported.

There are, however, some useful bits of information that can be used. This dataset allows a more definitive determination that a UPRN relates to a property and when that relationship existed, which can allow discrimination between current and former UPRNs, and the many UPRNs that don’t relate to a property in the normal sense.

In terms of linking, it is another dataset that can be plotted against OSM, for users that are interested in that data.

So if there’s a Land Registry INSPIRE polygon which contains multiple UPRNs from OS Open UPRN, but only one of them is in the Price Paid Data, can we assume that it’s the UPRN which relates to the address?

More or less, but I think we can assume only that it’s the UPRN that relates to an address that belongs to the building at the time it was sold. (Think of the case of a house that’s been split into two or more separate flats. It may be that one flat has been sold, or it may be the entire building.)

Sadly, as ever, it’s not quite that straight-forward.

There are a few circumstances where that might not be the case:

  • Multiple UPRNs within an INSPIRE polygon where only some of them have been sold. This is most likely in social housing, where the properties may be owned by a common provider, but some may have been sold. They should appear within their own polygon at some point, but may not do immediately.

  • Flats with a range of UPRNs at a common point, but where not all of them have been sold within the period required to appear in the Price Paid Data.

It would still be a good differentiator of “garden shed that runs a business”, “substation intruding into garden”, “centre point of a plot of land falls within another, completely unrelated, plot”. All of which I have seen.
