The idea of solving this by voting seems quite strange to me. In a global project like OSM we must retain the same meaning of the tags everywhere - otherwise some regional community might end up, for example, using highway=trunk for mapping cycleways if they vote to use it that way, and that would be very counter-productive.
So I’d suggest sticking to what is written on the https://wiki.openstreetmap.org/wiki/Tag:highway%3Dprimary page (I guess the English version has to be the one that is ‘binding’): “A major highway linking large towns”. There is no town on the southern end of the road.
