if an onramp (first way after turn) is not a oneway, the tags have to be:

destination:forward=München
destination:ref:forward=A 95
highway=motorway_link

problem: all routing engine only e.g. prompt: take onramp left

if onramp is oneway, the tags have to be:

destination:ref=A 95
destination=München
highway=motorway_link

routing engine e.g. prompt: take onramp left on A 95 to München

i know not to tag for routing.

What is the problem?

The problem is that it is not supported by many/any(?) routing software. I don’t know why it is that way, but sadly it is.
The only thing you can do is wait and write your favorite router to implement it.
