i want to extract tag (place = suburb) from big OSM file
what is the command i must use for this task ?

Tell us where you get stuck.
Or try https://wiki.openstreetmap.org/wiki/Osmfilter as an alternative.
And: try all your filtering operations on smaller OSM data extracts first to find out whether they give wanted results.
