Help with address data licencing/sourcing

I have been adding structures (and addresses to structures) in an area (bastrop, tx, usa). The county offers an address lookup tool (ArcGIS Web Application), and address data, but I am unclear on how it is licenced and if I can use it. I tried emailing the county, and they said:

We use Esri’s ArcGIS Licensing.

For convenience , the GIS Division of the Bastrop County Information Technology Department, provides interactive Maps and downloadable geospatial data in file geodatabase (FGDB) or shapefile (SHP) format to the public on the Bastrop County website (link). The data on the website is all the GIS data/information that is available .

I tried looking this up, but couldn’t find anything that seemed relevant. Can someone help me with this or direct me to a source of address data that is compatible with osm?

Fortunately, TX participates in the National Address Database program which re-licenses everything as Public Domain. ESRI has a cleaned up endpoint that you can use for doing additions into OSM. The easiest way is to use the Rapid editor with the “United States Addresses” layer turned on. ex: Rapid
