What’s the issue? What am I missing, or did this data just go away?

Those links to keepright seem to be a completely different area.
Checking the history for that area with the Potlatch link: it seems user ksamples deleted a lot of ways in that area, with the comment “update HI tiger roads to tiger 2009 test”.

Probably a good idea to contact that user, and ask what they are doing and why they have deleted those roads. Maybe those edits should be reverted.
