I observe that to describe the two levels of seveso sites (high and low), each country map them with different tags.
Here are some of them: seveso=seuil bas(BE) ~ seveso=Lagedrempelinrichting(NL) ~ seuil:FR:DREAL=bas(FR) …
In the way to harmonize them, I propose these tags;
seveso=low
seveso=high
On the French forum, we globally agreed on this point. Now I ask to all other people if they agree, and if they know how sevesos’ sites are mapped in their country, they can give the tag.

If we want to be as accurate as possible, why not. I proposed low and high to make some keys easily understandable and memorable by everyone.
Indeed, I don’t really appreciate that the word “tier” is repeated in both of the keys. Factually, this word don’t provide a lot of informations to the key because a seveso tag are a level of risk.
I have added a section Seveso-Classification to the wiki page “Key:seveso” with a brief explanation of my understanding of how the classification works and what it means. It also lists all the different EU-language terminologies used in the official versions of the directive.
Risk assessment is a very complex topic on which many books are written
From my understanding, the Seveso-Classification is just based on substance (or category) specific quantities of hazardous materials. So it is more a matter of small vs. big. “High” is a term that nobody want’s to see in relation to risk management
