If you search for “Green County” in Nominatem, all that you get is Green County Wisconsin. Green County Kentucky is now gone. It is relation: 1846527 and I see that a change was made to it about a month ago.
Yes the boundary=administrative tag was removed so it will no longer be recognised as an administrative boundary.
