I prefer an estimate of the boundary and a note or a fixme tag. Both methods are possible as a temporary solution until the boundary is visible on Sat.images.
I was curious where these single-node landuses come from. Many are misused for an apartment building. The problem is iD-Editor. When you map a node and search for “apartment” you are offered “Apartment Complex” (landuse=residential+residential=apartment). The correct tag should be building=apartments. A casual mapper does not know that he needs to draw an area to have access to the building tags.
I reworded the draft a bit. Looks smoother this way, I think.
place=neighbourhood can be applied to any urban area with a name, whether it is an officially recognized community or not with the following exception:
Private gated communities are tagged with landuse=residential for the boundary, name=* for the name of the community and barrier=gate with access=private where applicable.
