First time I saw this was at a hotel in Cardiff Wales in 2015. I don’t remember the exact hotel but I can look it up. Since then I’ve seen it at a hotel in Victoria, BC, Canada and a hotel in Seattle Washington, USA. My husband has seen them in Beverly Hills, California, USA and at a hotel near SFO airport in San Bruno, California, USA.
I’ve heard of employees having to share a room with a coworker when their employer pays for a hotel room for a few employees.
I would imagine the HR Department would be interested in avoiding hotels where employees don’t have that privacy.
